among New York City employees: the city's Law Department should have
six Native American managers. Department of Personnel spokesman Bill
Chong says the study is not promoting quotas, but is an attempt to
identify minority under-representation. He says the study was prompted
by recent court decisions and that quotas are not necessarily
needed. An alternative remedy, he says, is better recruitment.
